I would wait for the parent to let her go out with you, and then go out with her. You sound pretty young so you have plenty of time, besides odds are you will only have one shot with her, so do it right, because odds are you wont get another chance.

Besides your feelings for her shouldn't change because her parent doesn't want you to be with her yet, so how could you give up and search for someone else?
