Some people are just generally more friendly and outgoing; doesn't mean she's interested. I mean it could but most times not.
I still don't agree, but it's obvious that everyone has a different view on this issue. And it's a fact that where you live makes a difference on your views as well. Here in california, giving out numbers between guys/girls that early, often signifies that the person is interested.
I personally think times change and you mentioned "when I was younger." Are you in college? I just think in my age (college age) people are interested if they give out numbers. Not always, but majority of the time yes.
But yeah to the threadstarter, just keep talking to her, forget this business of whether she's interested in you or not, just go with the flow and you'll find out sooner or later.
