Jesus. That WAS a long story.

Talk to her. If you're going to run into her, talk to her. If not by accident, make sure you do. And set a date in person. She's less likely to say no to your face. And then when you DO go out, show her a good time so she'll defenitely want to go out again.

As for calling her, I don't see why not. You called before spring break. As you only got her number JUST before it, chances are she had made plans for spring break MONTHS before it so can't put them aside for 'the guy who just got my number'. You're not quite priority #1 yet. You have to work your way to get there.
