I would tell her that if she wants to talk and remain friends, thats fine, but next time she blows you off and tells you she wants no contact make sure you make it clear that will NOT be communicating with her at ALL again in the future. Block her email and ignore any calls.

Seems to me like a bit of an ego thing. She wants to know you still want her and will be there at her beck and call no matter how she treats you. Don't let yourself get walked on like this my friend.
