I would make sure that I'm into someone or in love before doing anything.
But for most guys between 14 and 20, the whole idea is to make a girl believes that he's into her up to the point where she accept to have sex. After that, he leaves for the next girl or he sticks around until he gets bored.
Girls can do that too. It's pretty much what happened with my last girlfriend. She had physical needs and after getting them fulfilled, she moved away from me.
