I'm sorry to say this but she probably just thinks of you as a friend. I don't no wot other signals she's given you but giving u her phone numbers and email address is probably just her being sociable. The fact that you've asked her out 3 times and she's said she was busy or changed the subject shows that she's probably not interested in a date. Sorry if this wasn't wot u wanted to here.
