well in a nutshell, either two things.

It means he hasn't quite developed the feelings of "I love you", and if this true then I applaud him for not using the words unless he means it. It takes time to have those feelings, so don't feel bad. He at least admit that he cares about you. (As Blackrose just explained.)

And then there is the possiability that hes not one of those guys that don't say, because he doesn't want attached, a possible "player", but you said you have know him...so I doubt this is the case.

So for now, I'm going to assume its option 1 that I talked about.
