i don't want it to be. Then you need to state this clearly. Do not wait until (he?) engages in this behavior before you bring it up.
Discuss this before you get into the situation to avoid damaging his ego, which in turn can cause him to feel embarrassed and rejected and retaliate with a possible tantrum.
You need to state clearly that it is yourself that is not comfortable with that kind of contact yet.

Start as politely as you can, maybe by simply stating that you're uncomfortable with being touched on your waist, but by all means, take it to the "Get your mitts off me" level pretty soon if you have to.
