I need advice, please?

This is another guy question.
I'm a 17 years old girl, and there's a guy in school that I really like. He likes preppy girls, and I am not preppy at all.. so I don't know if I'd have any chance. He's really nice but we only talk in one of my class, sometimes. He is also the cousin of my best friend...my best friend is a guy.. in case that matters.. Anyway, what should I do?
When a guy likes a girl he usually try to spend more time with her right? He doesn't try to spend more time with me though.. and it's not because he's shy because he's not a shy guy at all. Is there still hope for him to like me though? Should I let him know I like him?
