Please somebody give me a clue! I just started dating this guy I have known for awhile and he tells me I care about you lot's and lot's but it is hard for me to say " I Love You' WTF does that mean.

well in a nutshell, either two things.
It means he hasn't quite developed the feelings of "I love you", and if this true then I applaud him for not using the words unless he means it. It takes time to have those feelings, so don't feel bad. He at least admit that he cares about you. (As Blackrose just explained.)
And then there is the possiability that hes not one of those guys that don't say, because he doesn't want attached, a possible "player", but you said you have know him...so I doubt this is the case.
So for now, I'm going to assume its option 1 that I talked about.

I agree with the above two as well!
What's the rush? Relationships aren't races.... Relax and just enjoy each other company is what I would recommend, but of course be aware of the surroundings
Besides, what's a few weeks/months/years compared to a lifetime...

No no lol, there are many different levels of caring and loving. You can still care about somebody without loving(do not misinterprut this) them. You have to understand you can't "love" somebody right out the shoot, you can harbor some great feelings towards them, but not quite love. Usually people in the beginning confuse love and obesssion, I dunno why..because they are quite different. But I'm guessing its cause they are just in the "moment".

Of I agree with you Innova, but THIS time it was being in love for me. Someone came into my life when I least expected it.
My two cents on the situation, dont take it personally because he didnt say it back, be grateful he didnt in a sense. It may hurt, but you know he does have deep feelings for you. When you rush into saying those words to someone whose NOT ready, be prepared. It happened to me, the Great Wall of China went up in my relationship, he ran like a bat out of hell. Dont push the issue and let things happen naturally.

I don't say it to people. I have a hard time even saying it to my parents. Just something some people aren't comfortable with. Opening yourself up like that isn't easy to some.

It means exactly what he said. It means that "I Love You" is hard for him to say because he just wants to be SURE he's in love before he says it. It's also fair warning that it may be a while before he can say something like that. I'm the same way. I've never said "I love you" to any girl I've been dating. I don't say it to my parents or family. So therefore, those words aren't thrown around a lot and therefore when I say it, I'm gonna REALLY ****ing mean it. I don't take those words lightly.Please somebody give me a clue!
